The link Conwyn provided says "Configure a Router for Frame Relay Traffic Shaping FECN/BECN", but the interface command used is for Generic Traffic Shaping (GTS) and not for Frame Relay Adaptive Traffic Shaping (FRATS). Normally high-layer protocols react to the FECN/BECN bits and intelligently implement flow control.
