William Michael Phillips (born 29 August 1982) is a Welsh rugby union player who plays at scrum-half. On 16 March 2013, Phillips surpassed the record of 76 caps set by Dwayne Peel as the most capped scrum-half for Wales .

Phillips has played for many clubs during his professional career. He began with the Llenelli Scarlets in 2001 where he earned 64 caps and scored 74 points. In 2005 he signed for the Cardiff Blues where he played 48 matches and scored 40 points.

Mike is now the most capped scrum half in Welsh international history, having surpassed Dwayne Peel’s previous record. He played in all five matches of the 2008 and 2012 Grand Slams and all five of the Championship retaining season of 2013, as well as playing in six of the seven fixtures at the Rugby World Cup in New Zealand in 2011.
