Classic sonic is 11 years old by the time of the classic era games. (Also, yes I know he's confirmed to be 15, but with Amy's age being completely different from between sonic CD to adventure 1, i think it's best that we assume that sonic was younger in the classic games.) He’s just ‘young’, it’s literally that simple.

Classic sonic is younger than modern sonic in the sense that ash from episode 1 is younger than ash from the finale (hes still 10). The two sonics looking different is partly because the art styles are drastically different, and the reason why generations and forces are using the older art style for classic sonic is because its a gag.

He can 100% talk as proven by the japan Manuels of sonic 1 all the way to 3&K, so he definitely is capable of speech anyway.
