Well, Vulkan was creation that sourced originally from Mantle, that was created by AMD iirc. So i wouldn't be surprised that it runs better on AMD card. Won't say for sure about RTX 3000 and 4000 series, but i always managed to stumble on unexplaineable issues with Vulkan in Path of Exile on my 1060 and 2060 (less on 2060).

Don't use 5.1 SM6 and virtual shadow maps. It doesn't work and the only way to fix it is to upgrade. There are a number of features in the engine that don't work with AMD GPUs. It doesn't have the level of support Nvidia has.
