With immediate aid still held up and future food procurements in limbo, a former USAID official warns of “a global catastrophe.”

A federal judge ruled that the Trump administration has not complied in full with a previous order that halted the freezing of foreign assistance grants and contracts. U.S. District Court Judge Amir Ali issued a seven-page order Thursday saying President Donald Trump’s administration must abide by a court order to unfreeze foreign aid funding.

The Washington, D.C., district court judge said administration officials had used his Feb. 13 order to temporarily lift the freeze on foreign aid to instead “come up with a new, post-hoc rationalization for the en masse suspension” of funding.
