U.S District Judge John McConnell's ruling from the bench came shortly after another federal judge in a separate case said that the Trump administration's plan not to pay out SNAP benefits beginning on Nov. 1 due to the ongoing shutdown was "unlawful" but stopped short of ordering the Trump administration to disperse funds.

One judge said the federal government must use contingency funds to make payments for the Supplemental Nutrition Assistance Program (SNAP) as the government shutdown drags on for more than 30 days.

The USDA has said insufficient funds exist to pay full benefits to 42 million low-income Americans, as they cost $8.5 billion to $9 billion per month.
