Tampa Bay seemed a good match for the promising Japanese pitcher, but the stadium issues put it in a “difficult spot.”

“We have a good relationship with Roki’s agent (Joel Wolfe), and Roki is a very big fan of (pitching coach) Kyle Snyder,” Rays international scouting director Steve Miller said Wednesday.
