If you lack an older Microsoft Office disk and would rather not buy Office just to get Picture Manager, you can download a similar editing program called Microsoft Photo Gallery.

For example, Microsoft's Photo Editor came packaged with Office versions up to Office 2003. Photo Editor was then replaced with Picture Manager for subsequent versions.

If you have Microsoft Office installed, you can proportionally change the aspect ratio using the resizing tool in Picture Manager.
