Microsoft plans to add a brand-new feature to Windows Vista to allow businesses to load ActiveX controls on systems running without admin privileges.
Many environments incorporate approved ActiveX controls into their deployment and build methodologies. And since the end-user isn’t an administrator (hopefully), they can’t install new controls.
