The state’s police watchdog agency decided to decertify Robert Devine, a former Stoughton deputy police chief accused by the commission of misconduct involving Sandra Birchmore. The Peace Officer Standards and Training Commission announced its vote on Thursday which will ban Devine from law enforcement in Massachusetts.
