AT&T is offering discounted home Internet service through its new Access program, giving individuals experiencing financial hardship the opportunity to get home Internet for as low as $5-per-month.

AT&T says participating households will “get the fastest of three speed tiers — 10Mbps, 5Mbps or 3Mbps — available at their address,” which is kind of a hairy definition of access.
