The time spent depends on the age of those attending. You can spend as much time as you want in the museum and in the Seuss sculpture garden. I went with an adult friend and we spent about 90 minutes. I saw kids playing in the interactive exhibits so that might affect time spent.
is it absolutely necessary to buy tickets in advance?

Nope, We walked right up and got a time card that told us when we would be admitted to the Seuss museum. In the mean time we visited the other museums that were part of the complex.
