I do believe you can as I did not see any signs restricting animals. But please, as in any park or public area, be prepared to pick up anything your pet deposits.

Unfortunately the first train from Washington to Manassas doesn't arrive until late afternoon, making a day trip to the battlefield impossible. You would have to stay overnight in Manassas and return in the morning by commuter train.
