I wouldn't want to counsel breaking the law, but our dog goes swimming in the river all the time (shh!). To stay on the down low, walk upstream from Gateway Park and there are plenty of areas where the banks are dog-navigable (at least big dog-navigable). Also, at West Wetlands Park, you can walk downstream along the river bank from the boat launch area, and Centennial Beach on the upstream side of the boat launch is pretty deserted this time of year. Water temps are in the high 60s right now, Google for websites that show river & lake temps. It all depends on the weather, lots of radiational cooling when nights are clear and cold.
