No issue being a US Citizen. Captiol Tours are OPEN to EVERYONE. All you need to do is go online and book at the Capitol Reservation website. Pick your day, date, time and print out the confirmation to bring along with you. Check out the Visit The Capitol website You can also enter the main area without a tour but I recommend the tour for the historical information. Tour takes about 45 min if I remember correctly.

As a US citizen, I requested an appointment for my then wife and my granddaughter and me and it took about 5-6 months to get an approval. And this was done via my Congressman. I do not think there is enough time for your clearance. But you can try on 2 fronts. 1) contact the Congress on how to request. 2) Contact your Embassy in Washington and see if they will assist you on this. And reading some of the other replies for you it might be easier that it was for me. Maybe contact one of the Tour Companies in Washington (like Grayline tours) they might be able to answer all your questions. When I went I did the White house tour then Congress all on the same day. Hope I was able to help you and have fun.
